La Commission européenne a créé en 2023 la Hydrogen Bank européenne avec 800 millions d'euros. REPowerEU mobilise 470 milliards d'euros en investissements H₂ d'ici 2030. Le marché mondial devrait dépasser 700 milliards d'euros en 2050, porté par la décarbonation industrielle et la mobilité lourde.
Le tissu économique lorrain — sidérurgie, chimie, logistique — constitue à la fois un marché naturel pour le H₂ et une base de savoir-faire industriel. France 2030 alloue 9 milliards d'euros à la filière nationale. Les premières évaluations estiment entre 8 000 et 15 000 emplois créables en Lorraine à horizon 2035. Un H₂ naturel lorrain confirmé positionnerait la région comme exportateur vers l'Allemagne, le Luxembourg et la Belgique.
85% des emplois H₂ sont non-délocalisables. Chaque emploi direct génère 2 à 3 postes dans les services associés. Les communes du bassin minier lorrain — Forbach, Thionville, Longwy — figurent parmi les premières bénéficiaires, grâce à leurs friches industrielles et traditions d'excellence technique.
